Based on your photos I believe any type of Liposuction( Laser assisted or not ) done correctly will help contour the area, but not necesseraly the loose skin of the lower abdomen. Ice pick scars can be treated with Subcision to break up scar tissue as well as fat transfer to indentations and Platelet Rich Plasma (PRP) to increase collagen and elastin. I would highly recommend using Vitamin C serum every morning to dark spots as well as using Hydroquinone creams or pads every night. You may also begin treatments such as JetPeel which infuses glycolic acid as well as brightening vitamins to affected areas. Thank you for your question. It is very difficult to your answer without the picture but fillers or fat can help to reduce the appearance of bags under the eyes . If you want to have complete resolution( getting rid of them) , you would need to get a consultation on the lower blepharoplasty ( eye lid surgery).
