There should be no problem in getting Botox in the upper face after having your lips tattooed earlier that day. However - if you are requesting botox around the lips ("lip flip" or "lipstick lines") then I would wait 1 week. If you are getting treated with botox in any area outside of the lip tattoo area - then it is safe. (E.g. forehead, #11 or crow's feet, masseters, etc...)
Would more botox to the masseter give me better results? Is it normal for muscle weakness to wear off? (P

This is primarily for the safety of the baby since there are no studies looking at the safety of botox being administered while pregnant or breastfeeding. (On a personal note - I have 3 healthy children and my wife had received botox on a regular basis until we got the positive pregnancy test. Once we knew she was pregnant - she no longer got injections until after she finished breastfeeding)

First and foremost - safety should always be the first consideration. There is a remote risk of blindness and vascular occlusion if injected into a blood vessel. My recommendation is to do the botox injection first. Then you can even come in as early as the next day and get the IPL. There are some practices that even do both treatments the same day.
In our practice - I would do the botox first - then wait 3-7 days for the treatment to work. Then come back anytime after that so the provider do a follow-up and then do the IPL. This way you get the best of both.

It appears that you received botox for the area between the eyebrows (glabellar "#11" lines) and the provider did not take into account your naturally arched eyebrows. Therefore - when you raise your eyebrows upward - you will have this "spocked" or Mephisto appearance.
This can easily be corrected however the provider needs to be careful not to put it too low and create a heavy brow either.

Yes - hyaluronic acid fillers are safe to during breastfeeding and even pregnancy.
There is lidocaine mixed with the product and it is only a small amount. Dentists routinely perform dental procedures using lidocaine in pregnancy and breast feeding.
