When we raise our eyebrows, we make horizontal forehead lines. Laser can help to improve the deep etched in lines in the skin, but unless we selectively weaken these muscles with a neuromodulator like botox, the lines will persist and come right back after treatment.
My typical approach would be to start with botox, and if there are persistent deep lines to consider adding laser treatments. Make sure to see a board certified facial plastic surgeon, cosmetic dermatologist, general plastic surgeon, or occuloplastic surgeon as there can be problems in this area if botox is administered excessively. Forehead wrinkles can be caused by either sun damage, aging, or a hyperactive muscle.
The first two are not likely at your age. The third is often associated with droopy eyebrows so that the muscle that pulls the brows up has to compensate.

Botox for forehead lines
Lines on the forehead appear because we move the forehead too much. They are known as dynamic lines. Botox will stop the movement and often lift the forehead. If the lines are not too deep then they will respond to just the botox treatment.
If they are deep, you may need another treatment modality to treat the lines, such as laser or fine fillers. You can test this yourself by attemtping to smooth out the forehead with your fingers.

Botox is an excellent and necessary first step in attacking the age related wrinkles we all receive over time. By paralyzing the underlying muscle, we are able to attack the wrinkles at the source: the underlying facial muscles, specifically the Frontalis muscle in the forehead.
An experienced injector will be able to inject this large muscle with spot injections, as no two faces are the same and each face needs an individualized physician approach.
