First, it appears that you have a hyperactive Mentalis muscle. This causes the chin to have a dimpled or wavy appearance. Placing a minimal amount of Botox to this area would help to relax the muscle and lessen the "wrinkly" look.

At our San Francisco office, we use a microcannula for all under eye injections, this helps minimize the chance of bruising and makes the patient more comfortable. In most cases under the eyes are better treated with fillers than with surgery.
While there are some times, when the fat under the eyes must be removed to adequately treat under eye bags, 90% of the patients I see in our San Francisco office benefit more from having fillers placed in the transition area between the eyes and the cheeks.

based on the photo you provided, it appears to be a Tyndall effect. This is a very common concern for many patients coming to our San Francisco practice. Thank you for your question! Lip augmentation with dermal fillers is a great option for achieving fuller, natural looking lips. Selecting the right filler is important, but placement is the real key to achieving natural looking lips. shadows and dark circles under the eyes may be caused by indentation in the skin at the transition area between the eyes and cheeks. Fillers may be placed beneath the skin to make this area smooth, decreasing the shadows. Results appear immediately and will generally last anywhere from 6 to 24 months, depending on the filler used.

You could benefit from a combination of dermal fillers and masseter reduction with Botox. Neuromodulators such as Botox are great for slimming the face by relaxing and shrinking the masseter muscles.
