There are multiple issues at play here. Adding fillers under the eye "only" may not get you the kind of changes you would hope for.

Certainly a filler such as Restylane can take away the hollowness presented here. As to amount, it's always best to have an in person consultation (nearly every dermatologist or plastic surgeon applies consult fees to treatment, so it's rarely a cost unless you decide to do nothing).

You are wise to be wary of medspas - in some states there is little oversight of providers and lasers are very powerful devices that require training, education and experience.

The type of makeup you use will be somewhat determined by your skin itself.
You don't want to cause clogged pores or use products that contain fragrance.
(Look for non comedogenic and fragrance-free makeups.)

Try getting some samples at a Sephora or Ulta. Makeup that you have to scrub to get off is counterproductive, so stay away from the long lasting formulas.

There are products that help neutralize redness (Avene comes to mind as does Colorescience)

Anyone with "good" skin who sees a quick change should do a little investigative questioning.
Often changes can occur from adding new products that your skin doesn't like. Or adding more aggressive care such as the use of exfoliative products. If something you're doing has altered the skin barrier, you will see dryness and dullness and be more prone to elemental skin stress.
