Yes! It’s possible to get rid of that vein! However, you wouldn’t want to do sclerotherapy for it. Although sclerotherapy can be fantastic for the legs, décolletage, and backs of hands, doing it to the face is a big no no (could cause skin necrosis & potentially even blindness).
The way to treat your unwanted, visible facial vein would be best done with a vascular laser. I’d specifically use a vascular laser that targets hemoglobin like the v-beam laser.

Yes, you can certainly get an IPL even though you’ve had a kidney transplant. Just make sure to have it with a board certified dermatologist, who will ensure you have the ideal skin type to get the IPL (and will best know what settings to use). It’s tough to determine from your photos. It’s possible that it’s your middle infraorbital fat pad. Fat pads typically bulge out and become more prominent when you look up at the ceiling. A series of 3 sessions with hyaluronidase 3 years after hyaluronidase acid filler should definitely be sufficient to break down any residual HA filler that might’ve been remaining. Absolutely NOT! Sclerotherapy around your eyes is not safe.
The best treatment would be the long pulse Nd:YAG laser for those blue veins around the eyes.

Yes, CO2 laser would help with your scars. But, you will likely need more than one treatment (spaced 6-12 months apart). And, you would benefit most from subscission in combination with the CO2 laser to free up areas that are tethered down. Also, make sure your provider is board-certified and has a lot of experience with lasers (and has a powerful CO2 laser. . . they are not all created equally).

You would be a great candidate for the CO2 laser +/- subscission for your acne scarring!
